Born in Alessandria, Piedmont, Justin Chasseloup-Laubat was the son of François de chasseloup-laubat. Elected as a deputy in 1837, he was named minister of the navy, then held the portfolio of the navy and the colonies under the second empire (1860-67). He helped to reorganize the French war fleet and supported the annexation of Cochin-China and the establishment of a French protectorate in Cambodia (1863). Minister-president of the Council of State in 1869, he was elected deputy to the National Assembly (1871) after the fall of napoléon III.
